The first deliverable of the SEA was the Scoping Report. This was issued in April 2009.
The main purpose of the Scoping Report is to consult on the scope of the environmental assessment.
The Scoping Report sets the context for the SEA, provides details on the baseline data that has been collated for the SEA, and outlines the method that will be used to strategically assess the potential effects of the development of marine renewables on the environment.
Open to all, the consultation on the Scoping Report seeks comments on:
- The appropriateness of the proposed scope of the SEA (this will help ensure that all issues of potential concern are considered).
- The appropriateness of the proposed assessment methodology.
- Any additional sources of relevant information that could be used to inform the assessment.
To meet the requirements of the SEA Directive, the Scoping Report was made available for consultation for a period of 5 weeks.

Consultation on the scope of the SEA was also achieved through a scoping workshop which provided the forum whereby information concerns or issues with the scope of the SEA were tabled and discussed.
All comments and key points raised during this consultation were incorporated, where appropriate, into the environmental assessment.
A summary of all comments and key points raised were presented in the final Environmental Report. This was published in December 2009
